Legalization of Documents
Documents issued in one country do not automatically have legal validity in another. To be officially recognized, they must be verified through apostille or consular legalization, depending on the country. In addition, all documents must be translated into Ukrainian by a licensed translator and notarized by a Ukrainian notary.
In this section, you will find clear and simple guidance on the steps required to ensure your documents are legally accepted between your country and Ukraine.
Legalized Translation
When applying to Ukrainian universities and preparing for long-term study in Ukraine, proper translation and legalisation of your documents is a legal requirement.
To be accepted for study, international applicants must submit educational and identity documents fully translated into Ukrainian and officially certified in accordance with Ukrainian law.
Why Legalised Translation Is Required
1. Compliance with Ukrainian Admission Rules
Ukrainian universities require that documents submitted for admission — including passports, diplomas, certificates, and academic transcripts — be translated into Ukrainian and notarised. This ensures that the university can accurately process and verify your credentials.
2. Legal Validity of Documents
Foreign documents must be certified in their country of origin (through apostille or consular legalisation) and then submitted with an official Ukrainian translation. Without this, universities and migration authorities cannot recognise your documents as valid.
3. Government Requirements for Residence Permits
To obtain a Temporary Residence Permit (TRP) and finalise your legal status in Ukraine, you must provide a notarised Ukrainian translation of your passport. This translation forms part of your official immigration documentation.
Important Legal Requirements
- Educational documents issued abroad must be legalised or apostilled according to international treaties and Ukrainian law before translation.
- All translated documents must be notarised in Ukraine — this means the translator’s certification and the notary’s endorsement are required for official use.
- Universities request original documents with notarised translations at the time of enrolment.
What Needs to Be Translated and Legalised?
Typically, the following must be translated into Ukrainian and legally certified:
- Passport or travel document (for identity verification)
- Secondary or higher education diploma and academic transcript
- Supplement to education documents detailing courses and grades
- Other supporting documents required by the university (e.g., birth certificate, medical certificates)
Why Choose Professional Legalised Translation Support?
Legalised translation is not just about converting words from one language to another — it involves:
- Translating legal and academic terminology accurately.
- Following Ukrainian language and format standards required by universities and government authorities.
- Ensuring all translations are notarised properly for legal use and official recognition.
- Failing to provide correctly translated and legalised documents can delay admission, affect your visa process, or lead to rejection by the university.

Notarization
When applying to Ukrainian universities and completing migration procedures, notarization of documents is a mandatory legal requirement for international students.
Notarization confirms the legal validity of your documents and ensures that they are officially accepted by universities, migration authorities, and other state institutions in Ukraine.
Why Notarization Is Required
1. Official Acceptance by Universities
Ukrainian higher education institutions require notarised copies and translations of foreign documents to:
- verify the authenticity of submitted materials;
- ensure accurate entry of data into state educational systems;
- comply with national admission regulations.
Without notarization, documents may not be accepted for enrolment.
2. Compliance with Ukrainian Legislation
According to Ukrainian legal practice, foreign documents used on the territory of Ukraine must be properly certified. Notarization confirms that:
- the copy fully corresponds to the original document;
- the translator’s signature on a translated document is authentic;
- the document can be legally used in official procedures.
3. Migration and Residence Permit Procedures
For obtaining a Temporary Residence Permit (TRP), notarised translation of the passport is required. Notarization ensures that migration authorities can legally process your application.
What Documents Usually Require Notarization?
- Passport translations
- Diplomas and certificates of previous education
- Academic transcripts and supplements
- Powers of attorney (if applicable)
- Copies of documents submitted to universities or state bodies
Each document must meet Ukrainian notarial standards to be considered valid.
Important to Know
- The translator signs the translation first, confirming its accuracy.
- The notary certifies the authenticity of the translator’s signature, not the content of the translation itself.
- Notarization is performed only after proper translation into Ukrainian.
- Original documents or certified copies are required for notarization.
Failure to follow this procedure may lead to delays or rejection of documents.

The nostrification of foreign educational documents is an essential official process for international students who intend to pursue higher education in Ukraine. Why Nostrification Is Important

- official acceptance of your educational qualifications at Ukrainian universities;

Apostille
When applying to Ukrainian universities, international students must ensure that their foreign documents are legally valid and officially recognised in Ukraine. This requires an official legalisation procedure, which depends on the country where the documents were issued. More detailed information about the legalisation process and country-specific requirements can be found here.
Apostille (Hague Convention Countries)
If your documents were issued in a country that is a member of the Hague Apostille Convention, they must be apostilled. Apostille confirms that the document was issued by a competent authority and that its signatures and seals are authentic.
Which Documents Usually Require an Apostille?
- Diplomas and certificates of previous education
- Academic transcripts and supplements
- Birth certificates (if required by the university)
- Power of Attorney (if required)
- Other official documents issued by state authorities
Key Things to Know
- Apostille is issued only in the country where the document was originally issued.
- The format and processing time depend on national authorities of that country.
- Apostille does not replace translation — a notarised Ukrainian translation is still required after apostille.
- Incorrect or missing apostille may cause serious delays in admission or residence permit processing.
- Passports and travel documents are not apostilled.
Consular Legalisation (Non-Hague Countries)
If your documents were issued in a country outside the Hague Convention, they must undergo consular legalisation in order to be officially accepted in Ukraine. Consular legalisation is an alternative legal procedure that confirms the authenticity of foreign documents for use in Ukrainian universities and state authorities.
What Is Consular Legalisation?
Consular legalisation is a multi-step official process that verifies:
- the authenticity of the document;
- the legitimacy of signatures and seals;
- the authority of the institution that issued the document.
Only after completing this procedure can foreign documents be legally used in Ukraine for admission, nostrification, and migration purposes.
Which Documents Need Legalisation?
- Diplomas and certificates of previous education
- Academic transcripts and supplements
- Birth certificates (if required by the university)
- Power of Attorney (if required)
- Other official documents issued by state authorities
Key Things to Know
- Consular legalisation is required only for countries that are not parties to the Hague Apostille Convention.
- Legalisation must be completed in the country where the document was issued, following the local official procedure.
- The process involves several stages, including certification by the issuing authority, approval by the Ministry of Foreign Affairs, and final legalisation at the Ukrainian Embassy or Consulate.
- The format, required stamps, and processing time depend on the national authorities of the issuing country.
- Consular legalisation does not replace translation — a notarised Ukrainian translation is still required after legalisation.
- Incorrect or incomplete legalisation can cause serious delays in admission or residence permit processing, and may lead to document rejection.
- Passports and travel documents are not subject to consular legalisation, but still require a notarised translation into Ukrainian.

Legalization of Degree without arrival in Ukraine
If you have studied in Ukraine and received a diploma, or if you left your studies at a certain stage and received a transcript, your document must be legalized in order to be recognized in your home country.
Since Ukraine is a member of the Hague Apostille Convention, for most countries it is enough to have an apostille stamp on the diploma.
For countries that are not members of the Hague Convention, there are two options for legalization:
Option 1 — No Apostille on the Diploma
If your diploma does not have an apostille, you must submit it to the embassy of your home country in Ukraine for certification with the embassy seal, and then submit it to the Ministry of Foreign Affairs of Ukraine for final legalization.
Option 2 — Diploma Already Has Apostille
If your diploma already contains an apostille, it is sufficient to obtain an additional stamp from the Ministry of Foreign Affairs of Ukraine.
Once you complete one of these procedures, your diploma is considered legalized according to international agreements and can be recognized in your country.
