Visa Requirements

International students who require a visa must obtain a long-term student visa (Type D) before coming to Ukraine.

After receiving an official Invitation to Study from a Ukrainian university, students apply for a visa at the Ukrainian Embassy or Consulate in their country of residence (or in a neighbouring country if no Ukrainian mission is available).

Ukrainian legislation provides for two official admission periods for international students each year:

  • Spring intake — until 1 March
  • Autumn intake — until 1 November

Applicants must be officially enrolled by these deadlines in order to begin their main academic program.

If, for any reason, an applicant is unable to complete enrollment for the main program within the current intake period, there is a flexible and safe alternative. Without losing the visa opportunity, the student may enroll in a Preparatory (Foundation) Course and later transfer to the main degree program when the next admission campaign opens.

Please note that study invitations to Ukraine are issued electronically. The Invitation is issued online through the Unified Interdepartmental Information System portal, and the preparation process usually takes around one month. For this reason, we strongly recommend starting the application process in advance to ensure timely enrollment in the desired course of study.

Students from visa-free countries for stay more than 90 days (Moldova, Georgia, Azerbaijan, Uzbekistan, Belarus may enter Ukraine without a visa but must present their electronic Invitation to Study at the border to confirm the purpose of entry. Citizens of the Russia, Iran, Belarus and North Korea who do not hold a permanent residence permit in Ukraine may be admitted for studies only with an individual authorization from the Ministry of Education and Science of Ukraine.

You’ll need to travel via neighbouring countries, as direct flights to Ukraine are not available right now. Depending on your nationality, a transit visa may be required for your journey. Once you arrive in Ukraine, you can complete your stay by applying for a Temporary Residence Permit, which lets you legally live and study for the full duration of your program.

  8. Bank Statement and account maintenance letter, If parents/relatives are sponsoring you then their bank statement and affidavit of financial support and account maintenance letter.
  9. Paid visa fee receipt (unless stipulated otherwise by Ukraine’s legislation or Ukraine’s international treaty).
  10. Please make extra set of copy of all given above documents.

Submission of visa applications is carried out exclusively through the Ukraine Visa Application Center operated by VFS Global.

Attestation of the documents

Since Algeria is not a Hague Convention country, documents need to be attested by Consular Legalization. This is the official process that confirms the authenticity of your documents from Algeria so that they are recognized by Ukrainian authorities (universities, official bodies, immigration departments).

Consular legalization is a multi-stage process:

  1. Certification by a Notary/Public Authority in Algeria – initial signature and status check.
  2. Legalization by the Algerian Ministry of Foreign Affairs – confirms the above is valid.
  3. Legalization by the Embassy/Consulate of Ukraine (or Ukraine’s relevant authority) – final attestation that the document is recognized for use in Ukraine.

This procedure must be conducted in Algeria (at appropriate authorities and the Embassy/Consulate that handles such services).

Required Documents for Student Visa Requirements from Australia

  1. A national passport, valid for at least three months after the expiration date of the requested visa and having at least 2 blank visa designated pages, not to be issued more than 10 years ago. Copies of travel documents (PASSPORT) are not accepted;
  2. Ticket Reservation* (Round trip)
  3. Study Invitation issiued by the relevant university of Ukraine;
  4. The application form, completed online on the website www.visa.mfa.gov.ua, printed out and signed by the applicant
  5. Medical Insurance (the policy should provide a minimum of €30 000 or equivalent coverage) for the entire requested and intended period of stay.
  6. One 35 x 45 mm color ID photo with white background, face representing 70-80% of the photo.
  7. Completed Secondary School Certificate and further related educational documents. The documents must be attested before submission.
  8. Bank Statement and account maintenance letter, If parents/relatives are sponsoring you then their bank statement and affidavit of financial support and account maintenance letter.
  9. Parental authorization of both parents (ie the legal guardian) for leaving Australia territory legalized with the competent authorities – only for minor children. With simple photocopies of Ids.
  10. The receipt for payment of consular fees by bank transfer made only to Commonwealth Bank of Australia (see details below).
  11. Payment of VFS service charge. Paid at the appointment via Visa or MasterCard (if applicable);

The Consular Office accepts payment of visa fee  via  bank deposit to the account at the Commonwealth Bank of Australia – BSB 062900, account No.10415582, account name ‘Embassy of Ukraine’ (SWIFT – CTBAAU2S, address – London Circuit &  Payment reference is applicants surname; separate Ainsley Ave, Canberra, ACT, 2601, Australia). Payment should be done for each visa application. Money orders, personal cheques or cheques with mark “DRAFT” are not accepted. Payment receipt to be submitted with application form.

Attestation of the documents

Australia is part of the Hague Apostille Convention, so your documents can be used in Ukraine with an apostille. To get an apostille on educational documents (diploma, transcript) or a birth certificate, apply to the Australian Department of Foreign Affairs and Trade (DFAT) at a Passport Office or by mail. If a document was issued by a private institution, it must be notarised by a Notary Public in Australia first, then apostilled by DFAT.

Attestation of the documents

Brazil is a member of the Hague Apostille Convention, and Ukraine recognizes Brazilian apostilles. This means consular legalization is not required.

How Brazilian students can get an Apostille:

  • Apostilles in Brazil are issued by authorized Cartórios (notary offices) accredited by the National Council of Justice (CNJ).
  • Take your original public document (birth certificate, diploma, transcript, police record, etc.) to an authorized cartório.
  • The cartório will place an Apostille certificate on your document.

Important for students:

  • Only documents issued in Brazil can be apostilled in Brazil.
  • Private documents may need notarization before apostille.
  • After apostille, the document is valid in Ukraine without embassy legalization.
  • An official translation into Ukrainian may still be required.

Canada is part of the Hague Apostille Convention, and Ukraine accepts Canadian apostilles. What you need to do:

  1. Prepare your document
    Make sure it is an original or a certified copy.
    Some documents may need notarization first.
  2. Apply for an Apostille in Canada

Documents issued or notarized in some provinces are apostilled by provincial authorities.

Documents from other provinces or federal documents are apostilled by Global Affairs Canada (Ottawa).

Applications to Global Affairs Canada are made by mail only (no in-person service).

    Once apostilled, no embassy legalization is needed.
    An official translation into Ukrainian is required – it can be done directly in Ukraine upon arrival or by trusted person.

An e-Visa is issued as a single-entry or double-entry visa for a period of up to 30 days.
It allows entry into Ukraine for business, private, or tourist purposes, as well as for medical treatmentactivities in the fields of culture, science, education, and sports, and for the performance of official duties by foreign correspondents or representatives of foreign mass media.

Visa fees for certain visa types for applicants from certain countries might differ from basic visa fees above due to reciprocity principle.

Attestation of the documents

China is officially a member of the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, and the apostille system came into effect on 7 November 2023.

For documents issued in mainland China, the following authorities can issue apostilles:

  • Department of Consular Affairs of the Ministry of Foreign Affairs (MFA) — the main national authority – www.cs.mfa.gov.cn/zggmcg/fjzms.
  • Authorized Foreign Affairs Offices (FAOs) of local governments — these are provincial/municipal foreign affairs offices designated by the MFA, and they can issue apostilles for documents issued within their jurisdiction – www.assets.hcch.net

To obtain an apostille, please submit the original document together with a notarized copy.

You generally must apostillise a Chinese document in the same region where it was issued — e.g., Shanghai documents via the Shanghai Foreign Affairs Office.

For documents issued in Hong Kong Special Administrative Region (HKSAR), the following authorities can issue apostilles:

For documents issued in Macau Special Administrative Region (Macau SAR), the following authorities can issue apostilles:

For documents issued in Taiwan Province (PRC), the following authorities can issue apostilles and is carried out in the following sequence with the involvement of the organization:

Step 1. Notarization in Taiwan Province (PRC)

  • The document is first notarized by a licensed notary in Taiwan Province (PRC).
  • At this stage, the document is not yet eligible for apostille, because Taiwan is not a Hague Convention territory.

 Step 2. Certification by the Straits Exchange Foundation (SEF)

  • The notarized document is then submitted to the Straits Exchange Foundation (Chinese: 海峡交流基 金会) .SEF performs cross-strait verification of the Taiwanese notarization for use in Mainland China.
  • This step is mandatory for recognition of Taiwanese documents within PRC legal procedures.

Step 3. Authentication by the China Notary Association (CNA)

  • After SEF certification, the document is transferred to the territorial office of the China Notary Association (Chinese: 中国公证协会). CNA confirms the validity of the SEF certification, and compliance with Mainland China notarial standards.
  • At this stage, the document is prepared for involvement of Mainland China notarial authorities.

Step 4. Notarization by a Notary in Mainland China

The document is then re-notarized by a licensed notary in Mainland China. This step effectively converts the Taiwanese-origin document into a form acceptable within the PRC notarial system. Only after this step does the document qualify as a Mainland China public document.

Step 5. Apostille by the PRC Ministry of Foreign Affairs

Finally, the document is submitted to Department of Consular Affairs of the Ministry of Foreign Affairs of the PRC, or an authorized provincial Foreign Affairs Office. The MFA / FAO issues the apostille in accordance with the Hague Apostille Convention. Detailed list of competent authorities:

Important Clarification:

  • Apostille cannot be issued directly in Taiwan Province (PRC)
  • Apostille is issued only after the document enters the Mainland China legal system
  • This multi-step procedure is mandatory due to Taiwan’s special international legal status

Applicants who are citizens of Azerbaijan, Armenia, Belarus, Moldova, and Uzbekistan can start their studies in Ukraine without applying for a long-term student visa. At the same time, applicants from Russia, Tajikistan, Kazakhstan, and Kyrgyzstan are required to obtain a student (D-type) visa before entering Ukraine for study purposes.

Please note an important detail for citizens of Russia and Belarus:
If you do not hold a permanent residence permit in Ukraine, you may receive an invitation for studies and be enrolled at a Ukrainian university only with a special approval from the Ministry of Education and Science of Ukraine.

 Ukrainian embassies in Russia are currently closed, so Russian citizens cannot apply for a Ukrainian visa inside Russia.

To apply, documents must be submitted in a third country, such as an EU country or Moldova, through a Ukrainian embassy/consulate or a Visa Application Center (e.g. VFS Global, where available).

A valid visa or legal entry to the country of application (for example, a Schengen visa) is required, as direct borders with Ukraine are closed.

Consular fees of Ukraine for EU citizens

Ukraine’s Embassies/Consulates abroad charge $65.00 (basic visa fee) for processing visa applications via regular service. Fees are doubled for all applications filed upon expedited service.

Visa fees for certain visa types for applicants from certain countries might differ from basic visa fee above due to reciprocity principle. You can find the exact cost of a study visa directly on the official website of the Embassy of Ukraine in your country.

We strongly recommend that international students check the embassy’s website for the most up-to-date information, as visa fees and requirements may change.

 Attestation of the documents

Students from C.I.S. countries can attest their educational documents in their home country before traveling to Ukraine.

Since all the countries-members are parties to the 1961 Hague Convention, document attestation is completed by obtaining an Apostille.The Apostille is issued by the competent authority in your country, most commonly:

  • the Ministry of Justice,
  • the Ministry of Foreign Affairs, or
  • the designated state authority responsible for document authentication.

The Apostille must be placed on:

  • your diploma or school certificate, and
  • your academic transcript.

Once the Apostille is issued:

  • your documents should be translated into Ukrainian, and
  • the translation must be notarized.

The final step (translation and notarization) can be completed in Ukraine after arrival or by an authorized representative on your behalf. We recommend starting the attestation process early, as processing times may vary depending on your country and authority.

According to Resolution No. 107 of the Cabinet of Ministers of Ukraine dated 4 February 2023, during the period of martial law and for six months after its termination or cancellation, documents issued or certified in the territory of foreign states by an authority or a duly authorized person within their competence, in the prescribed form and bearing an official seal, shall be accepted in the territory of Ukraine without special certification (consular legalization, apostille, etc.), provided that as of 24 February 2022 such documents were accepted in Ukraine without special certification.

Where and how to get an Apostille in South Africa:

Apostilles are issued by competent South African authorities, mainly: the Department of International Relations and Cooperation (DIRCO), or High Courts / authorized officials, depending on the type of document. Required Documents for Student Visa Requirements from USA

1. Application made online.

After you have registered online, the application is to be printed out, dated and signed twice box 36 and under the statements at the very bottom. The application is required for each passport holder – answered completely and select date and time of visa appointment.

NOTE: As of January 2022 all applicants must submit their visa applications in person only since their biometrics will be completed at the time of visa application submission. 

2. A national passport (issued within the last 10 years, valid for at least three months beyond the intended stay and having at least two blank visa designated pages);

If the tuition fees and related study expenses are covered by a third party, the applicant must submit financial documents (chosen from the list above) issued in the sponsor’s name, together with a notarized sponsorship statement confirming the sponsor’s commitment to fully cover all education-related and living expenses for the entire period of the applicant’s stay in Ukraine for study purposes.

8.Return shipment: self-addressed and prepaid envelope. Please provide USPS Express or Priority Mail envelopes. 

Please note: The Consular office has full authority to evaluate and request more documents than those submitted by the applicant. The latter is hereby informed that submitting the aforementioned documents does not guarantee the automatic issuance of the visa.

*Due to Current Circumstances in Ukraine:

  1. Booked round trip air tickets from  to one of the countries bordering Ukraine, namely Poland / Slovakia / Hungary / Romania / Moldova + booked round trip train / bus tickets to Ukraine from one of the selected “transit” countries.
  2. USA citizens do not need a transit visa when traveling to Ukraine through one of its neighbouring countries, namely Moldova, Romania, Hungary, or Poland.

Time limits for visa issuance by the Embassy of Ukraine are:

  • ”Normal Visa is issued within 10 WORKING DAYS
  • ”Urgent Visa process upon request
  • This period may be extended up to 30 working days if additional checks are necessary”

Recommendation: submit your application as early as possible — ideally at least 4–8 weeks before your planned travel date — to leave time for processing and to avoid delays.

Attestation of the documents

1. Determine where your document was issued

  • If it’s a high school diploma, transcript, or university diploma, the apostille must be obtained from the Secretary of State of the U.S. state where the school or university is located.

2. Prepare your documents

  • Make sure your documents are originals or certified copies.
  • For notarized affidavits or sponsorship letters, get them notarized first, then proceed to apostille.

3. Submit to the Secretary of State office

  • Contact the Authentication/Apostille section of your state’s Secretary of State office.
  • Submit the document along with the required form and fee.

4. Receive the Apostille

  • The Secretary of State will attach an apostille certificate to your document, confirming it is valid for international use, including in Ukraine.

5. Translate into Ukrainian

  • After apostille, have the documents translated into Ukrainian, and notarize the translation if required by your university. The requirements of the last item can be done in Ukraine upon arrival or by trusted person. The requirements in the last step can be completed in Ukraine upon arrival or by an authorized representative.

An e-Visa is issued as a single-entry or double-entry visa for a period of up to 30 days.

It allows entry into Ukraine for business, private, or tourist purposes, as well as for medical treatment, activities in the fields of culture, science, education, and sports, and for the performance of official duties by foreign correspondents or representatives of foreign mass media.

Required Documents for Student Visa Requirements from United Kingdom

  1. Passport (be valid for at least 3 months after the intended date of departure from Ukraine; have at least 2 pages free from any visas/marks/stamps; be issued for no more than 10 years).

  4. The application form, completed online on the website www.visa.mfa.gov.ua, printed out and signed by the applicant
  5. Medical Insurance (the policy should provide a minimum of €30 000 or equivalent coverage) for the entire requested and intended period of stay.
  6. One Photo, White background, 35×45 mm, printed on normal photographic paper, taken against a light background.
  7. Completed Secondary School Certificate and further related educational documents. The documents must be attested before submission.
  8. Proof of sufficient financial means for the intended journey:

Bank Statement and account maintenance letter, If parents/relatives are sponsoring you then their bank statement and affidavit of financial support and account maintenance letter. Original of recent bank statements of a sponsor (for the past six months and should be personal not a company account); minimum amount should be sufficient to cover all applicant’s expenses during his/her first year in Ukraine (tuition fees and daily expenses).

  3. Some documents may require notarisation first (e.g., university diplomas or certified copies).
  4. After apostille, translate the documents into Ukrainian (if needed) and have the translation certified. Translation can be done in Ukraine upon arrival or by trusted person.
