Yes — you can receive a state scholarship to study in Ukraine, but only if you are a citizen of a country that has a bilateral educational agreement with Ukraine. These agreements allow your government to nominate students for Ukrainian state scholarships through a competitive process.
State scholarships cover free tuition for Ukrainian-taught programs with local students, and often also monthly allowance (if included in the agreement), medical care, dorm accommodation, and a free Ukrainian language preparatory year.
Countries with educational scholarship agreements include, for example: Kazakhstan, Vietnam, Jordan, Czech Republic, Iraq, Poland, China, Mongolia, Serbia, Slovakia, Tajikistan, Tunisia, Turkey, Albania, Latvia, Moldova, Qatar and others.
However:
- Scholarships are not offered directly by universities — they are awarded by the Ministry of Education and Science of Ukraine based on nominations through your home country’s authorities.
- You must still certify and legalize your documents, cover visa and travel costs, and meet other admission requirements.
If there is no applicable scholarship agreement for your country, you can still study in Ukraine — tuition and living costs are affordable compared to many EU countries, even without a scholarship.
